This PR provides the foundations to publish the curated starkiro examples and scripts in scarbs packages by publishing the DateTime utility as chrono on scarbs: https://scarbs.xyz/packages/chrono

📖 Description
A starkiro workspace has been initialized in the root directory to allow sharing common configuration among packages.
At the moment, the only member of the packages is the chrono library in
packages/chrono.A comprehensive README with installation, overview and usage has been added to describe the package.
